Notes: Notes: This meeting is to provide a face to face, drop in Surgery where residents, business owners and interested people may pop in to the Lytham Institute to meet with Councillors and the Town Clerk in person. Issues brought to the Pop In or raised at that time will not be able to make it on to the typed Agenda of the Town Council meeting later in the day but will be dealt with by the Council as though it had been raised in the public participation part of the council meeting. This provides opportunities for members of the public who are unable to attend the later meeting, or those who are less comfortable with public speaking in front of others to have their voice heard.

Notes: The Annual Meeting of the Town Council is a requirement for the council to hold in order to manage key procedural items. These include the election of the Chair of the Council, agreeing the delegation of representation to other bodies and also, for example, reviewing and approving the key governance documents such as the Standing Orders and the Financial Regulations.

Notes: The Annual Parish / Town Meeting is also a meeting which is required to be held by law. The legal requirement is found in Schedule 12, Part III, paragraphs 14(1–5) of the Local Government Act 1972: which states - “The parish meeting of a parish shall assemble annually on some day between 1st March and 1st June, both inclusive, in every year.” In legal terms, a parish meeting in this context refers to the meeting of local government electors in a parish — the Annual Parish / Town Meeting — and is distinct from the business-focused Annual Meeting of the Parish/Town Council. This meeting is facilitated by the Council, but is not a meeting which covers Council business per se. Votes on motions may be held however these are advisory to the Council and are not legally binding. This meeting is a key way in which Councillors can engage with the electors in the Wards of Lytham.
