Fylde Council agrees to review the Cumulative Impact Assessment for Lytham

This morning, Thursday 9th October 2025, Lytham Town Council's Cllr Cath Powell was invited to address the Licensing Committee of Fylde Council to ask for a review of the Cumulative Impact Assessment (CIA) for Lytham.

Fylde Council reconsidered their position from March 2024 following a request from Lytham Town Council.

We are delighted to report that following her address, the committee voted unanimously in favour of a review.

Lytham Town Council will now work with Fylde Council to undertake this review and will also engage with stakeholders and partners to inform this. The Council will keep residents, business owners & users and visitors informed of the timescales and process for the review.

 

What is a CIA?

Licensing Authorities use CIAs to assess if the concentration of bars and clubs in a specific area is a contributing factor in increasing crime, disorder, anti-social behaviour and nuisance. 

The findings from a CIA help authorities to limit new licenses or developments and to refuse applications in certain areas where the cumulative stress of licensed premises is high.

The previous CIA for Lytham took place in 2023/24.
