What are the meetings about?

The Pop-Ins, are ‘surgery’-style sessions where at least two councillors, and the Clerk, are available to listen to and speak with members of the public who wish to ‘pop-in’ and chat. These are informally arranged with no requirement to book a specific slot. These are held between 10am and 12 midday, usually in the ‘old Children’s Library’ room at the front of the Institute. Access is gained through the old front door, although the ramp accessible side door is also opened.

The full Council Meetings are held in the main room at the Institute and are from 6:30pm until 9pm. The Council meetings have an agenda of the business which will be covered that evening, and this is published during the week before the meeting.

It can be found via our website at https://www. lythamtowncouncil.gov.uk/meetings/ and a hard copy will also be printed and displayed on our noticeboards in Lytham.

The meetings are available to be observed by members of the public and press, and there will usually be an open session where members of the public can speak and raise questions about matters on the agenda or about other council business.

There might occasionally be circumstances where due to subject matter being discussed, there may be a requirement for the meeting or part of the meeting to be ‘closed’ and not open to a public audience.

* The Annual Meeting of the Town Council is a requirement for the council to hold in order to manage key procedural items.

These include the election of the Chair of the Council, agreeing the delegation of representation to other bodies and also, for example, reviewing and approving the key governance documents such as the Standing Orders and the Financial Regulations.

* The Annual Parish / Town Meeting is also a meeting which is required to be held by law.

The legal requirement is found in Schedule 12, Part III, paragraphs 14(1–5) of the Local Government Act 1972: which states - “The parish meeting of a parish shall assemble annually on some day between 1st March and 1st June, both inclusive, in every year.”

In legal terms, a parish meeting in this context refers to the meeting of local government electors in a parish — the Annual Parish / Town Meeting — and is distinct from the business-focused Annual Meeting of the Parish/Town Council.

This meeting is facilitated by the Council, but is not a meeting which covers Council business per se. Votes on motions may be held however these are advisory to the Council and are not legally binding.

This meeting is a key way in which Councillors can engage with the electors in the Wards of Lytham.
