Tomorrow evening Lytham holds its Annual Town Meeting — and if you have never been to a council meeting before, this is the one to come to first. It is a different kind of occasion, and it is worth knowing why.


It is not a Council meeting


The Annual Town Meeting is, in law, a meeting of the local electorate. It is not a meeting of Lytham Town Council. The council organises and facilitates it, but the meeting itself belongs to the residents of Lytham. Any registered elector in the Lytham East or Lytham West wards has the full right to attend, speak, and vote. Councillors who attend do so as residents — on exactly the same footing as everyone else in the room.

To reflect that difference, we have set up the room this evening in a more open, informal arrangement than you would find at a standard council meeting. There is a top table for the Chair, Vice Chair and Clerk to conduct proceedings and take minutes, with other tables arranged around the room in a more conversational style. We hope it feels less like a formal chamber and more like a community gathering — because that is exactly what it is.

On arrival, you will be asked to sign the attendance register. The Clerk will check names against the electoral roll — a straightforward legal requirement, since only registered electors may speak or vote at an Annual Town Meeting. It ensures those rights are properly observed and recorded for everyone present.

What you can do

You can ask questions, raise issues, make suggestions for the year ahead, and hear reports from the council and from local organisations including Lytham Business Partnership. Any resolution that electors pass at an Annual Town Meeting carries real weight — the council must take it seriously and consider it at a future meeting.

Subjects which you might want to raise or discuss could be the Town Plan, the potential impact of the Local Government Reorganisation scheme on Lytham, making and keeping the pavements in Lytham easily accessible for pedestrians and wheelchair users or whether the community needs an independent residents' forum or association to provide community feedback to the Council. 

We hope to hear from those people who might be less frequently represented at Council meetings, to ensure that a full range of perspectives and viewpoints are shared.

An important point about questions for the council

If questions or points are raised that require a council response or a decision, it is important to be clear about how that works in practice.

The Annual Town Meeting is not a council meeting, and the council as a body has not convened. That means councillors present are not in a position to discuss, agree, or commit to any formal position on behalf of the council. Matters raised will be noted carefully by the Clerk and brought formally to the next Full Council meeting (on 10th June 2026), where they can be considered and responded to properly.

This is not a limitation — it is how the process is designed to work, and it protects the integrity of any decision the council ultimately takes.
